Administrative Policy governing communications between town council members and municipal employees

This policy applies to all communications or interactions between town council members and municipal employees, except for those whose terms and conditions are expressly set out under law. In addition, the policy governs the management of all requests submitted by municipal elected officials.


In order to be considered and implemented, the communications, interactions and requests must concern subjects that come under municipal powers.


The municipal administration’s effectiveness depends in part on well-established communications processes, which allow for the seamless, precise and relevant sharing of information between municipal employees and town council members.


This policy’s primary objective is to allow elected officials and municipal employees to play their respective roles, with the complementarity required to ensure that municipal operations run smoothly and to promote equity in the processing of requests from elected officials and in the access to information that they require to make informed decisions concerning subjects on the meeting agendas. It takes into consideration the Act to facilitate the disclosure of wrongdoings related to public bodies, the Act respecting access to documents held by public bodies and the protection of personal information, the Cities and Towns Act, the Municipal Powers Act, and the Municipal Ethics and Good Conduct Act.


Specifically, this policy sets out the following objectives:

  • Allow town council members and municipal employees to play their respective roles, with the complementarity required to ensure that municipal operations run smoothly.
  • Ensure that all council members have access to the same information and consequently that they are treated equitably.
  • Establish a transmission procedure for requests from municipal elected officials so as to meet the highest level of efficiency and effectiveness in the sharing and flow of information.
  • Ensure compliance with the Act to facilitate the disclosure of wrongdoings related to public bodies, notably in regards to interference, the Act respecting access to documents held by public bodies and the protection of personal information, the Cities and Towns Act, the Municipal Powers Act, and the Municipal Ethics and Good Conduct Act.
